  <h5>IRS Tax Exempt Update</h5>
  <p>Please communicate to your chartered 4-H clubs and qualified affiliate groups <strong>earning less than $25,000 that there will be no penalties for those who do not file</strong> an ePostcard in 2008. Those earning more than $25,000 will continue to be subject to the 990 requirements for filing. We anticipate having more details from the IRS when they have completed processing the database. </p>
  <p>Chartered 4-H clubs and qualified affiliated groups under GEN 2704 <strong>should be contacting the State 4-H Office</strong> for all tax exempt issues and not National 4-H Headquarters or the IRS. The IRS has requested that any information and direction be provided from the state office to National 4-H Headquarters as the parent organization. National 4-H Headquarters then has the responsibility to provide updates, assistance, and respond to questions from State 4-H offices. Having qualified subsidiaries come through the State 4-H office ensures that at the federal level, we are dealing with duly authorized 4-H groups, and that these groups are under the control and guidance of the Extension program- as well as ensuring that they are receiving consistent responses.</p>
  <p>For all issues about status under GEN 2704, whether the group is requesting an EIN (SS-4 form) or inclusion under GEN 2704, or questions related to filing requirements, determination letters, or general status questions, all state and local groups should start with the State 4-H office.</p>
  <p>Guidance provided for 4-H tax exempt status in the <em>1993 4-H Tax Exempt Guidance</em> booklet (or previous versions) and the previously used AKirby@ letter dated from 1973 which served as a determination letter in the past, are no longer in effect and should be removed from county websites and/or discarded from your files.</p>
  <p>Last year, we began the process of clarifying the 4-H entities that were authorized for inclusion under the national 4-H tax exempt status (GEN 2704). This was in response to questions from the IRS regarding authorized 4-H subsidiaries under the exemption of the national 4-H organization, and our system=s ability to communicate and enforce new filing requirements which would impact subsidiary groups. </p>
  <p>In March 2008, National 4-H Headquarters forwarded to the IRS the listings of all authorized 4 H entities and has been waiting for the IRS to finish updating the list. The IRS has encountered delays in completing the processing of our lists for several reasons including: 1) there are far more entities requesting inclusion as subsidiaries than the IRS anticipated; 2) there continues to be significant errors with Employee Identification Numbers (EIN) listed for thousands of the 4-H entities certified; 3) the IRS is questioning the inclusion of some affiliated organizations which typically are considered independent organizations rather than program groups; and 4) there are questions on both the part of the IRS and National 4-H Headquarters regarding which requirements apply to 4-H, given that 4-H is a unique entity unlike any other organization. </p>
  <p><strong>The IRS is working to both clarify the actual tax exempt status for 4-H, and to identify ways to coordinate the lists of 4-H entities more efficiently and effectively in the future.</strong> In the meantime, we can anticipate further delays with the existing data set. Since our current ruling dates back to the 1970=s and was based on a 1946 ruling that referenced the Internal Revenue Code of 1939, much of which is no longer in current law, regulations, or records, National 4-H Headquarters has requested a new ruling from the IRS. Our unique status has caused much confusion in our system - as volunteers and others mistakenly assume that either 4-H is a 501(c)3 organization or it=s just a governmental entity - neither of which is true from an IRS perspective. Local 4-H representatives have interpreted the tax code for either of these entities as being applicable to 4-H in their local situation which has meant some 4-H subsidiaries are not compliant with IRS expectations for our group. <strong>We anticipate that the Extension System will continue to be subject to requirements to certify the lists of subsidiaries, and that all subsidiaries will be required to electronically file.</strong> However, 4-H entities may not be subject to other requirements of 501(c)3 entities.</p>
  <p>Due to the delays in processing the 4-H listings for groups requesting inclusion, and the data cleaning that will need to take place to correct the EIN=s, <strong>National 4-H Headquarters has negotiated with the IRS that there will be no penalties for 4-H subsidiaries earning less than $25,000 who do not electronically file for the remainder of 2008</strong>.</p>
  <p>We, and National 4-H Headquarters appreciate everything that you, your colleagues, and volunteers have done to meet the IRS= requirements and increase accountability at the national and state levels for those authorized groups under Extension and raising money in the name of 4-H. </p>

  <h5>Positive Youth Development: How to engage youth in your programming to be more than just participants.</h5>
  <p>The Office of Suicide Prevention is pleased to announce its next web-based seminar, or webinar. Anne-Marie Braga will be the guest presenter. Anne-Marie is the Director of Adolescent Health Initiatives in the Child and Adolescent School Health Unit at the Colorado Department of Public Health and Environment. She has worked tirelessly on helping programs understand the positive role youth can play in prevention efforts.</p>
  <p>You will learn from this webinar what positive youth development is - and what it is not. You will experience a real life example of promoting positive youth development through Anne-Marie's work with Colorado's Youth Partnership for Health, and will be ready to include youth in creative ways in decision-making and program implementation.</p>
  <p>This webinar is for any organization - from state agencies to grass-roots nonprofits - who target, serve and strive to make the lives of young people better.   <h5>ATTENTION: Those with 4-H Shooting Sports Responsibilities</h5>
  <p>Time has come again for our State 4-H Shoot, and as many of know there are three events going on simultaneously on August 17, 2008. With that being said, we need all the help we can get with archery, air rifle/pistol and muzzleloader. We would like as many volunteers as possible on Friday, Aug. 15, to help set up ranges so they will be ready to go on Saturday and Sunday. That way we can set up air rifle/pistol Saturday afternoon and run a few relays on Saturday evening.</p>
  <p>In Archery, we would like every county and range officer to be present at 7:30 a.m. on August 17, so that by 8:00 a.m. the kids will be on the range. Remember, a scorer for every youth that comes to shoot from your county must be present.</p>

  <h5>National 4-H Livestock Quiz Bowl - River City Roundup 08</h5>
  <p>The second annual 4-H Livestock Quiz Bowl Invitational presented by Cargill will be held Sept. 27 and 28, 2008 during the Ak-Sar-Ben 4-H Livestock Exposition.   <h5>Courage to Live Symposium</h5>
  <p>Mark your calendar for Monday, Sept. 22 and Tuesday, Sept. 23, from 8:00 a.m. to 4:30 p.m. to attend the Courage to Live Symposium. The Symposium will be held at the Department of Revenue, 1881 Pierce Street, Entrance B, Gaming Conference Room, Lakewood, CO 80214.</p>
  <p>This conference will <strong>Focus on the Laws and Best Practices to Prevent Underage Drinking and Driving</strong>. The agenda features nationally recognized trainers and local leaders addressing topics that include: Colorado law and young drivers; physiological components of alcohol addiction; perspectives of a teenage DUI; learning by doing; best practices; resources; and trends and policies.</p>
  <p>In addition, each attendee will receive a <em><strong>Courage to Live Starter Kit</strong></em> including books, a DVD, posters, and a helpful resource guide.   <h5>Camp Tobin Meals</h5>
  <p>Please let your families know that this year we will not be offering weekend meals during the Colorado State Fair because we were unable to hire a cook in time. Camp Tobin rooms will be available but no meals will be served the weekends of Aug. 22-24, and Aug. 29-Sept.1. </p>
  <p>However, during judging week we will have the meals catered by Cinfully Delicious Catering. If you would like to be a part of the catered meals please let me know in advance. Lunches during the week will be $5.50 and dinner will be $6.00. We are sorry for any inconvenience. Thanks. </p>

  <h5>Wanted: Freshmen 4-H'ers Attending CSU!</h5>
  <p>Agents, please encourage your 4-H'ers who are attending CSU as freshmen to apply to be a 4-H Scholar. The Scholars promote the positive experiences they had in 4-H and spend up to 20 hours a month representing 4-H at key activities, speaking at public events, and meeting with stakeholders and donors. For their efforts, each Scholar receives training, public relations support materials, reimbursement for expenses, and a $1,500 annual stipend toward college expenses. The person selected is eligible to continue to serve as a Scholar throughout their college career - advancing with each grade level - as long as their grades and activity commitments are met. The freshmen applicants must be willing to make a four-year commitment.</p>
  <p>To apply, interested persons enrolled at Colorado State University must submit the following to Gary Small, 106 University Square, Fort Collins, CO 80523-4050 by Oct. 1, 2008.<br /></p>
  <ul>
    <li>Complete r&eacute;sum&eacute; that includes 4-H experiences, years in projects, leadership and speaking experiences and skills, community service activities, work-related experiences, awards and special recognitions. </li>
    <li>A (draft) letter of thanks to the Colorado Farm Bureau thanking them for their contribution and funding support for the 4-H Scholars Program. </li>
    <li>A short paragraph (100 words or less) explaining why they wish to become involved in the 4-H Scholars Program; a personal statement of desire for the Scholar position.</li>
    <li>Individuals applying will make a 10-minute presentation before the selection committee on &quot;the scope of 4-H today and what 4-H has meant to them.&quot; </li>

		  <p>National 4-H Headquarters is hosting 10 virtual focus groups that will gather input on <strong>creating a national 4-H youth development research agenda</strong>. This research agenda can be used to help guide decisions about investments in research and evaluation, professional development, and student and faculty research projects. You are invited to join us and lend your voice to this important effort. The one and one-half hour focus groups will be held in the coming weeks and led by Dr. Suzanne Le Menestrel and Sarah Potter Grammo from National 4-H Headquarters.</p>
		  <p>The focus groups will be conducted using Adobe Connect and telephone conferencing. When you sign-up, you will be given the meeting URL connection and toll free call-in information. You will also be provided a list of the general questions to be posed during the focus group. </p>
		  <p>The focus groups are for internal stakeholders, primarily 4-H specialists, county educators, state 4-H leaders, and Extension administration. We will use the input gathered from the focus groups for a small convening of youth development research experts. The vetted research agenda will be shared with the 4-H system nationwide during the winter of 2008-09.</p>

  <h5>2008 1890 Land-Grant Conference</h5>
  <p>The 1890 Land Grant Conference, held every three years, took place in Memphis, TN on June 8-11 and focused on the theme &quot;Addressing Universal Issues through Science and Engagement.&quot; With this in mind, scientists, faculty, Extension specialists, program leaders, educators, and students from across the United States discussed four issues of national priority: obesity and wellness, renewable energy, youth development, and food safety. The groups participated in theme-based, interactive, break-out sessions and forums to contribute their ideas on how to move research and programming forward in these areas. The conference also served as a place of dialogue to develop partnership commitments and to bolster funding opportunities for greater program impact. </p>
  <p>The 1890 Land Grant Conference is hosted by the Association of Extension Administrators (AEA) and Association of Research Directors (ARD) in cooperation with 1890 land-grant universities. The conference followed the passage of the 2008 Farm Bill that allocates expanded access to research dollars for 1890 land-grant institutions, creates mandatory funding for bio-energy and bio-based products, boosts spending for conservation programs, assures funding for fruit and vegetable producers, and increases funding for bio-fuels research beyond corn. </p>

  <h5>Colorado State 4-H Conference Report and Contest Results</h5>
  <p>The 2008 Colorado State 4-H Conference was held on the Colorado State University campus in the heart of Fort Collins, Colorado, June 23-27, 2008. About 350 youth attended conference titled <em>4-H: The Key to Your Future</em>. </p>
  <p>The conference speaker, Laurie Stewart, kept the youth involved with interactive speeches, and leadership based workshops. Youth also attended workshops presented from various volunteers, staff members, and peers focusing on a wide variety of issues facing youth today. </p>
  <p>The Colorado State 4-H Senate held elections where representatives from all areas of the state elected Daniel Howell (Las Animas) as the 2008-09 State President and Mack Witzel (Kit Carson) as the 2008-09 State Vice President. </p>
  <p>The conference was also privileged to host four IFYE (International Four-H Youth Exchange) delegates this year. The IFYE program is an in-depth learning experience in which 4-H alumni and other young adults live with host families in other countries to increase global awareness, develop independent study interests and improve language skills. </p>
  <p><strong>Contest results -</strong> State 4-H Conference hosts contests that include Public Speaking &ndash; Extemporaneous and Prepared, Consumer Choices and Bowl, Horse Bowl, Hippology, Horse Public Speaking, Horse Demonstrations, Horse Judging, Livestock Judging, Livestock Bowl, Poultry Judging and Parliamentary Procedure. Below are the results from those contests.</p>
  <p><strong>Public Speaking:</strong> <em>Extemporaneous</em> - 1<sup>st</sup> place, Edwin Gaffney, Arapahoe County; 2<sup>nd</sup> place, Amanda Watson, El Paso County and 3<sup>rd</sup> place, Kylie Osterloh. <em>Prepared</em>- 1<sup>st</sup> place, Rebecca Gaffney, Arapahoe County; 2<sup>nd</sup> place, Caitlyn Darnel, Pueblo County and 3<sup>rd</sup> place, Jessica Hartman, Pueblo County.</p>

  <h5>Help Wanted: WRLF - 2009 </h5>
  <p>We need the help of every 4-H agent, county office, 4-H club and county council across the state! Why? Because every 13 years Colorado takes a turn at hosting the Western Region 4-H Leader&rsquo;s Forum (WRLF). In 2009 it will be our turn and we&rsquo;re hosting the event on Feb. 25-29 in Denver. More than 30 volunteers on the planning committee attended a meeting during State 4-H Conference to continue their dedicated work on WRLF. Please join us in providing help wherever you can!</p>
  <p><strong>What is WRLF? </strong><br />It&rsquo;s the most comprehensive training opportunity for 4-H volunteers in the Western United States. It&rsquo;s also a great place to network, learn from new and experienced leaders, and get re-energized! There&rsquo;s still time to get workshops submitted for WRLF. A lot of groups giving a little money is far better (and easier) than looking for big bucks from big donors.   <h5>Curriculum!</h5>
  <p>During our move we found a few extra copies of the following curriculum:<br /><br /><strong>TAXI</strong> volunteer development curricula (6 sets). Every county received a copy a number of years ago and, while it is dated, it is still an excellent training resource.<br /><br /><strong>Building Community</strong> curricula (8 sets) published by The Innovation Center. It&rsquo;s a great way to train people in the community development process!<br /><br /><strong>Youth-Adult Partnerships</strong> curriculum (1 set) published by The Innovation Center. This is all about the relationships we expect adults to have with young people in 4-H Youth Development programs. It helps both youth and adults learn about the benefits and challenges of working together.<br /><br />If you&rsquo;re interested in any of these we would be happy to send them to you.   <p>Applications for county delegates planning to attend National 4-H Congress are due in the State 4-H office by July 1, 2008. Counties are to select their own delegates, as there is no further screening at the state level.   <p><strong>Host Families Needed</strong></p>
  <p>Attached is a list of IFYEs (International Four-H Exchange Program) for whom we need two- to three-week homestays. Each delegate would have three-to four-families. This program was started in 1948 after World War II, starting before the Peace Corp. Since these delegates are older, they do not have to have adult supervision at all times.   <p><strong>Black Hills Recreation Leaders&rsquo; Laboratory</strong></p>
  <p>Mark your calendar for Oct. 4-10, 2008 for the 62nd Annual Black Hills Recreation Leaders&rsquo; Laboratory at the Outlaw Ranch near Custer, South Dakota. Their theme this year is: &ldquo;Live, Laugh and Learn! It is open to anyone 16 years of age or older and focuses on developing recreational leadership skills. There are a wide variety of programs offered in this week-long program including team challenge training, program planning, rappelling, group music, low ropes, canoeing, campfire programs, and a dozen more!   <p><strong>4-H Foundation Update</strong></p>
  <p>The 4-H Foundation has experienced a lot of change in the last few months and I thought you might like an update. </p>
  <p>Shami Loose resigned as the Foundation Administrative Assistant on April 2. She was able to move to a position within the Biomedical Sciences Department which was a great opportunity for her. </p>
  <p>Patti Nash was hired as the new Administrative Assistant on May 5. She is a very personable and capable person and is learning the job quickly. You will enjoy working with her. </p>
  <p>On May 15 the 4-H Foundation Offices moved to University Square located near the intersection of College Avenue and Pitkin Street. Our new mailing address is 4040 Campus Delivery. </p>
  <p>The 2007 Annual Report is being printed and should be mailed next week. Murdoch's did the layout again and has produced a high quality product. </p>
  <p>The Ford Truck Raffle seems to be going well. The vehicle has been in Adams, Larimer, Boulder, Denver, El Paso, Bent, Pueblo and Fremont counties. Nearly 400 tickets have been sold. </p>
  <p>The Paul Hoshiko Jr. Memorial 4-H Golf Tournament was held June 6 and was a great success. Two hundred and forty eight (248) people played and we should make a nice profit. A special thank you goes to the Board members, golf committee and volunteers who helped with this event.</p>
  <p>Plans are moving forward for the Metro Area Supports 4-H (MASH) Gala being held Oct. 11, 2008 at the Wings Over the Rockies Air and Space Museum in Denver. </p>
  <p>The next Foundation board meeting will be Thursday, June 26, at the Lory Student Center on the Colorado State University campus. </p>

      <title>4-H Update (May 23, 2008)</title>

        <![CDATA[<p><strong><u>WRLF - Denver &lsquo;09</u></strong></p>
<p>As hosts of the next WRLF we need your help. First, we want you to promote this event as a great opportunity for training Colorado 4-H leaders. There are more opportunities for volunteers and staff to learn about programs, projects and better ways to work with youth at this event than any other. We would like to have at least 200 Colorado volunteers attend!</p>
<p>It&rsquo;s time to start thinking about workshops for WRLF too. The Call for Proposals is posted on the WRLF link on our website - <a href="http://www.colorado4h.org/wrlf09">http://www.colorado4h.org/wrlf09</a>. Start distributing and submitting them!</p>
<p>Agents received a folder with WRLF information during our retreat at Snow Mountain Ranch. There were requests to solicit financial support from 4-H clubs, councils, and foundations across the state. Please be sure to get this request out to all your organizations. This is an event sponsored by the Colorado 4-H Leader&rsquo;s Council and 4-H program. We need your help!</p>
<p>There is also a need to solicit door prizes for WRLF. They can be non-perishable foods, gift baskets, clothing, gift certificates, etc. </p>

<p><strong><u>Work Safe this Summer!</u></strong></p>
<p>Taking out the trash is one of the duties commonly assigned to teen workers in retail and service establishments. While most of the duties associated with taking out the trash are safe for teens to perform, there are both safety hazards and potential violations of the federal youth employment provisions of the Fair Labor Standards Act to consider if young workers take trash to a compactor or baler. </p>
<p>Teen workers are permitted to take the trash to the site of the compactor or baler and set it on the ground, but workers under the age of 18 are generally prohibited from actually dumping the trash into the compactor or baler. In addition, they may not operate the compactor or baler, nor may they unload the compactor or baler. Performing any of these actions may violate Hazardous Occupations Order No. 12 of the federal youth employment provisions. </p>
<p>This prohibition applies even if an employer does not own the compactor or baler but uses centralized equipment that is owned or provided by someone else (i.e., retail businesses located in shopping malls). </p>
<p>There is a limited exception in the law which allows 16 and 17 year olds to load, but not operate or unload, certain compactors and balers. This exception applies only if all of the following requirements are met: </p>
<ol>
  <li>The compactor meets the American National Standards Institute (ANSI) standard Z245.2-1992 or Z245.2-1997; and the baler meets ANSI Standard Z245.5-1990 or Z245.5-1997; </li>
  <li>The equipment contains a poster or notice that: </li>
    <ul>
      <li>Identifies the specific ANSI standard that the equipment meets, </li>
      <li>States that 16- and 17-year-olds may only load the equipment, </li>
      <li>States that no one under 18 years old may operate or unload the equipment; </li>
    </ul>
  <li>The equipment must include an on/off switch with a key-lock or other system, and the control of the system must be in the custody of employees 18 years of age or older; </li>
  <li>The on/off switch must be maintained in the off position when the equipment is not in operation; and </li>
  <li>The equipment cannot be operated while it is being loaded. </li>
</ol>
<p>The exception for loading does not apply to anyone under 16 years of age. This age group may not under any circumstances dump trash into, operate, or unload a compactor or baler. </p>

      <title>4-H Update (May 16 2008)</title>

        <![CDATA[<p><strong>State 4-H Office is Moving to University Square</strong></p>
  <p>By now most of you have heard that the State 4-H Office is moving its operations to the University Square building. We have been packing, cleaning, boxing and sifting (and maybe a little tossing too) through years and years of 4-H history! It&rsquo;s really been a fun and interesting process as we have sorted through papers and literature and just lots of stuff! </p>
  <p>The Colorado 4-H Foundation and CFERT moved to University Square this week and are in the process of getting settled. Their phone numbers are all the same, just their address has changed. The same will be for us when we move over to the Square. Our moving date has not yet been determined, but we have been given a target date of June 16 with a possibility of moving a little bit sooner. Our move will very likely take about a week. It&rsquo;s our hope to not disrupt our service to you and our 4-H members and volunteers. So, if our phones ring just a little longer than usual and maybe we don&rsquo;t get back to you within the hour you&rsquo;ll know that we are getting ready to move to our new home.
